The UC application for Indian students is a separate form. The University of California is not on the Common App, it covers all nine undergraduate campuses in one form, and for autumn 2027 entry the filing period is 1 October to 30 November 2026 with no early round. You write four personal insight questions of 350 words each, submit no recommendations, sit no interview, and pay USD 95 per campus. Every figure below was read on admission.universityofcalifornia.edu on 29 September 2026.
The part most Indian families miss is not the form. It is that UC gives no need-based aid to international students, so a UC offer is a bill for the full published cost of attendance.
Is the UC application separate from the Common App?
Yes, and nothing carries across: different account, different essays, different way of entering your marks, different deadline. A student who has spent three months on a Common App personal statement cannot paste it into the UC form, because UC does not ask for one.
This catches people because UCLA and Berkeley sit on almost every Indian shortlist, and because Common App covers more than 1,200 colleges, so assuming it covers everything is reasonable and wrong. MIT and Georgetown run their own forms too.
| Common App | UC application | |
|---|---|---|
| Covers | 1,200+ colleges, one submission per college | All nine UC campuses, one submission |
| Personal writing | One 650-word essay plus per-college supplements | Four personal insight questions, 350 words each |
| Recommendations | Counsellor plus one or two teachers | None, and you are told not to send them |
| Interviews | Alumni interviews at many colleges | None for admission |
| Transcript | Sent by your school | Self-reported by you, records sent only if admitted |
| Tests | Required at some colleges this cycle | Not considered at all |
| Early round | ED, EA, REA on 1 November 2026 | None |
| Deadline | 1 November or early January | 30 November 2026 |
| Fee | Varies, typically USD 75 to 90 | USD 95 per campus |
Which nine UC campuses can you apply to?
Berkeley, Davis, Irvine, Los Angeles, Merced, Riverside, San Diego, Santa Barbara and Santa Cruz. UC San Francisco is a graduate and health sciences campus and takes no undergraduates.
One detail changes how you build the list. UC states that each campus evaluates your application without knowing where else you applied or what any other campus decided. There is no penalty for applying to eight and no signal in applying to one, which makes UC unusually friendly to a properly spread list. The reach, target and likely logic is set out in how to build a college list.
The practical version: Berkeley, UCLA and San Diego are reaches for almost everyone; Davis, Irvine and Santa Barbara sit a step below; Riverside, Merced and Santa Cruz are where a solid file has real odds. Adding a campus costs USD 95 and fifteen minutes, because the essays are already written.
UC application deadline for international students, 2027 entry
| Date | What happens |
|---|---|
| 1 August 2026 | Application opens for autumn 2027 applicants |
| 1 October to 30 November 2026 | Filing period for autumn 2027 admission |
| 1 to 31 March 2027 | Decisions released, some campuses earlier |
| 1 May 2027 | Deadline to submit the Statement of Intent to Register |
| 1 July 2027 | Final official transcripts due to the campus you will attend |
| 15 July 2027 | Official AP and IB results due |
Two things about that window. You can open the application on 1 August and work on it for two months, but you cannot submit until 1 October. And 30 November is the end of it: no late round, no rolling consideration, no separate international deadline.
There is no early decision or early action at UC, and no way to signal a first choice. If your plan involves an Early Decision commitment elsewhere on 1 November, note that an ED admit obliges you to withdraw other applications, so a UC application filed before you hear back in mid-December may be money spent on a place you have to give up.
The four personal insight questions, chosen from eight at 350 words
You get eight questions and answer four. Which four is entirely your choice, and UC states plainly that all questions are given equal consideration, so there is no advantageous set. Each response is capped at 350 words.
The eight cover leadership, creativity, your greatest talent or skill, an educational opportunity or barrier, your most significant challenge, an academic subject that inspires you, what you have done for your school or community, and an open question about why you are a strong candidate.
Four things make these different from a Common App essay, and Indian students tend to get all four wrong on the first attempt:
- They are not essays. 350 words is roughly half a Common App personal statement. There is no room for a slow opening scene. Start inside the thing.
- They should not overlap. Four responses about the same robotics club is one response repeated. Spread them across different parts of your life so the four together cover more ground than any one could.
- Direct answers beat literary ones. UC readers are working through very large files quickly. Say what you did, what changed, and what you understood. Reflection is required, but it comes after the facts, not instead of them.
- No campus names. The same four responses go to every campus you select, so a sentence about Berkeley's programme is a sentence wasted at the other eight.
There is also an additional comments field. UC describes it as a place for unusual circumstances or anything unclear elsewhere in the application, and says explicitly that it should not be an essay. For an Indian applicant it is the right place for a board system quirk, a changed school, or a year disrupted by illness.
Does UC require letters of recommendation or interviews?
No to both, and this is stated rather than implied. UC's guidance for international applicants says you should not submit letters of recommendation, though a campus or major may request them later as part of a supplemental review, in which case you will be emailed.
There is no admission interview either. Some campuses may request an interview to assess English skills during review, which is a different thing and is not an evaluative conversation about your candidacy.
For Indian students this is a relief, because the recommendation letter depends most on a school culture many Indian schools do not have. The problem only moves to your Common App colleges; letters of recommendation from Indian schools deals with it there.
How to report CBSE, ISC and IB marks on the UC application
You self-report everything. UC asks for your complete academic history inside the application and does not want documents at this stage, though you should have your marksheets open while you type, since the instruction is to record courses and marks exactly as they appear.
UC's India-specific requirement is short and is not widely known: you must complete both the Class X and Class XII state board or CBSE examinations with average marks above 60 to be considered. Report subjects and marks on the International Exams page, under the Test Scores tab.
Two consequences follow. Your Class X marks are part of the record UC reads, which is not true of every US college. And because CBSE and ISC results arrive in May, after decisions are made, your Class XII marks are entered as in progress, with the board result confirmed later. How American readers interpret an Indian percentage is covered in CBSE percentage to GPA.
UC also publishes a 15-course pattern for international first-year applicants with a 3.4 GPA requirement: two years of history, four of composition and literature, three of college-preparatory mathematics, two of science, two of a second language, one year of visual and performing arts, and one more from any of those areas. A CBSE science stream student with no arts subject should read that list before assuming eligibility, and ask the campus rather than guess.
English proficiency is separate. If your instruction has been in English, which is true of most CBSE, ISC and IB schools, the requirement is generally met, but UC accepts IELTS 6.5, TOEFL iBT, Duolingo 115, AP English at 3 or above, or IB English Language A. Sit it by December of Class 12 at the latest.
Is UC test blind for the SAT and ACT?
Yes. UC states that it will not consider SAT or ACT scores when making admission decisions or awarding scholarships. Scores can only be reported after you submit, and they are used at most as an alternative way of meeting minimum eligibility or for course placement once you enrol.
This is different from test optional, and the difference matters for planning. At a test-optional college a strong SAT still helps an Indian file. At UC it does nothing. If UC is a large part of your list, that changes how much of Class 11 you spend on test preparation; the trade-off is worked through in test-optional 2026-27.
Do UC campuses give financial aid to international students?
This is the part that decides whether the rest of the article is relevant to your family.
UC's own guidance says international students are generally ineligible for student loans and are eligible for very few scholarships. There is no need-based aid for international undergraduates, no institutional grant programme equivalent to the one that covers roughly half of UC's California students, and no meet-full-need commitment. UC also warns applicants directly that employment opportunities are very limited and that students who plan to fund their degree from work after arriving may be unable to finish.
So a UC application is a decision to pay the published nonresident cost of attendance for four years, and to evidence that money twice: once when you accept, and again at the F-1 visa interview.
What a UC year costs an Indian family in rupees
UC publishes an estimated average nonresident cost of attendance for 2027-28, the year an autumn 2027 entrant would start. At about ₹96 to the dollar on 29 September 2026:
| Item | USD | INR |
|---|---|---|
| UC tuition | 57,300 | ₹55,00,000 |
| Campus fees | 1,900 | ₹1,82,000 |
| Housing and meals on campus | 21,700 | ₹20,83,000 |
| Health insurance allowance | 3,900 | ₹3,74,000 |
| Books, supplies, transport, personal | 5,300 | ₹5,09,000 |
| Total, one year on campus | 90,100 | about ₹86.5 lakh |
Four years is roughly USD 360,000, about ₹3.5 crore, before the rupee moves. UC's Tuition Stability Plan holds your tuition flat for up to six years, which is a real protection against mid-degree increases, but it holds it flat at the nonresident rate. UC also says obtaining California residency is extremely difficult for undergraduates with nonresident parents, and that virtually all of them remain nonresidents for the whole degree. There is no cheaper year three.
Against that, a private US university without aid runs USD 80,000 to 95,000 a year. UC is not the budget option people assume: it is priced like a private college, minus the aid. If your family needs need-based support, the colleges that provide it are a different list, set out in financial aid for Indian students at US universities.
What to do this month if you are in Class 12
It is 29 September 2026. The filing period opens in two days and closes in nine weeks.
- Decide whether UC belongs on your list at all. Run the cost table above past your parents before you write a word. This is the conversation, not the essays.
- Create the UC account and start Academic History first. Entering four years of subjects and marks from three marksheets takes longer than anyone expects, and it is the section that produces errors under time pressure.
- Draft the four PIQs in October. They are 1,400 words in total and reusable across every campus, which makes them the best value writing in the cycle.
- Pick your campuses by mid-November. Budget USD 95 each. A spread of five or six across the reach, target and likely bands costs USD 475 to 570.
- Submit by 25 November, not 30 November. The portal is busiest in the final days and there is no grace period.
- Do not stop your Common App work. The UC deadline sits between the 1 November early round and the January regular deadlines, which is exactly when supplements need writing. Our deadlines page has the full cycle, and the wider sequence is in how to apply to US universities from India.
If you are in Class 11, the useful thing to know is that UC will read your Class X board result and will not read your SAT, which should change what you prioritise this year. The Plinth Method is built around making those choices early rather than in October of Class 12.
Where this stops applying
Everything above is for a first-year international applicant from an Indian board or IB school seeking autumn 2027 entry. Transfer applicants follow different course requirements and a different filing window, and students who have attended secondary school in the US have different English proficiency rules.
Fees, costs and policies are set annually and the figures here were read on UC pages on 29 September 2026. UC's own financial aid page still quotes a nonresident supplemental tuition figure from 2020-21 alongside current material, which is a reason to trust the dated cost of attendance table rather than the prose. Confirm anything load-bearing on the UC admissions site, and read the campus selection pages, because all nine apply the same factors differently.
The odds deserve a plain sentence too. Berkeley and UCLA admit a small single-digit percentage of international applicants, and no amount of process gets round that. A UC list with one campus is not a plan; the United States field guide and our college admissions counselling both start from the assumption that the list does more work than any single application.
